What Backflow Is and Why It Puts Your Water at Risk

Your drinking water is only ever one pressure drop away from the contaminants sitting on the other side of your pipes.

Backflow is the unwanted reversal of water flow, where used or contaminated water is pushed or pulled back into the public drinking supply. It usually happens one of two ways. Back-pressure occurs when a pump or system on your property pushes water at higher pressure than the main. Back-siphonage happens when mains pressure suddenly drops, for example during a burst main or heavy fire-fighting demand nearby, and the vacuum draws contaminants backwards through a cross-connection.

The risk is not theoretical. Fertilisers, pool chemicals, industrial fluids and bacteria can all siphon back into the water your household or tenants drink.

  • Back-pressure: on-site pumps or boilers exceeding mains pressure
  • Back-siphonage: a mains pressure drop pulling water backwards
  • Cross-connection: any point where potable and non-potable water meet

Understanding the mechanism is the first step. The next is working out whether your property carries enough risk to legally require a device.

Do You Actually Need a Backflow Device? A Quick Hazard Self-Check

Most standard homes do not need a testable device, but one irrigation line or pool auto-fill  or bidet can change that overnight.

New Zealand's Building Code Acceptable Solution G12/AS1 sorts properties into three hazard levels, and that rating decides both whether you need a testable device and which one. Use the table below to find your situation, then confirm it with an IQP.

Your property has... Likely hazard level Testable device needed?
Standard home, no special connections Low No, usually non-testable
Garden irrigation on mains Medium Yes
Pool or spa with auto-fill Medium Yes
Fire sprinkler system High / medium Yes
Rainwater tank connected to town supply Medium Yes
Commercial, medical, food or chemical site High Yes
New build or subdivision connection Depends on use Usually yes, at point of supply
Bidet installed High / medium Yes

Common triggers we see across suburbs from Remuera and Epsom through to Flat Bush and Papakura include garden irrigation, pool and spa fill lines, fire sprinkler systems, rainwater tank connections and new builds. The hazard levels above are indicative guidance only. If any of these apply, or you are genuinely unsure, an AllGo IQP can assess your site and confirm your hazard rating before any work is quoted.

Who Regulates Backflow in Auckland: Watercare vs Auckland Council

This is the single most confusing part of backflow compliance, and getting it wrong means dealing with the wrong authority.

Auckland splits backflow oversight between two bodies depending on where the device sits. Almost no plumber explains this clearly, so here it is plainly, side by side.

Boundary device Within-property device
Where it sits At your point of supply Inside your property
Who oversees it Watercare Auckland Council
Under which law Water Services Act Building Act 2004
Who usually installs it Watercare Your plumber or IQP
Certification Annual IQP test Annual IQP test, feeds 12A and BWOF
Your responsibility Maintain and test annually Maintain, test, and keep the compliance schedule current

In practice, one property can answer to both authorities, which is exactly why owners get confused about who to call and what gets tested. AllGo works across both frameworks daily. As an IQP-registered team on the Auckland Council register, we test to the correct standard, report to the right authority, and make sure nothing falls through the gap between the two.

NOT SURE WHICH RULES APPLY TO YOU? WE WILL SORT IT

The Devices Explained: RPZ, DCVA, Dual Check and Air Gap

The wrong device is not just a waste of money; it will fail inspection and leave you non-compliant.

Your hazard rating dictates your device. Installing a lower-rated device than required will not pass, so matching the two correctly matters. Here is how the common Auckland devices line up.

Device Hazard level Typical Auckland use Testing
RPZ (reduced pressure zone) High Food premises, medical, chemical storage Annual, by IQP
DCVA (double check valve assembly) Medium Irrigation, light commercial, cross-connections Annual, by IQP
Testable dual check valve Medium Residential irrigation, pool and spa fill lines Annual, by IQP
Air gap / hose vacuum break Low Standard homes, outside taps Non-testable

The pattern is simple: the higher the hazard, the more robust the device, and every testable device carries an annual IQP obligation. An RPZ offers the highest protection with a relief valve that discharges if the check valves fail, while a DCVA suits most medium-risk connections. If you are not certain which sits on your property, an AllGo IQP will identify it during assessment and confirm whether it meets your required rating.

Backflow Testing, the 12A Certificate and Staying Compliant

The test itself takes fifteen to thirty minutes, but the certificate behind it is what keeps you legally compliant all year.

Every testable backflow device in Auckland must be tested once every twelve months. The test is a pressure-based check using calibrated gauges that confirms each check valve and relief valve is working within specification. It is not a visual once-over, and it cannot be done by just anyone.

  • Only an IQP can certify it: an Independent Qualified Person is registered under the Building Act 2004 to test specified systems. A general plumber can install a device, but only an IQP produces a result Auckland Council will accept.
  • The 12A certificate: once your device passes, the IQP issues Form 12A, which feeds your building's compliance schedule and Building Warrant of Fitness obligations.
  • The annual cycle: miss your test and you risk a compliance notice, fines, or in serious cases, water-supply restriction.

AllGo Plumbers report results directly to the relevant authority and send you an annual reminder before your test falls due, so you are never caught out by a missed deadline in Mt Eden, Hobsonville Point or anywhere across the region.

Test, Repair, Retest, Certify: Why One Visit Beats Two

If your device fails and your tester is not also a plumber, you are about to book two appointments and pay two call-outs.

This is the hidden trap in backflow compliance. Most testing companies only test. If your device fails, they cannot repair it, so you have to find a separate plumber, then book the IQP back again to retest and certify. That is two trades, two visits, and weeks of being non-compliant in between.

AllGo removes that problem entirely. Because our team is IQP-registered and made up of fully licensed plumbers, we handle the whole chain on the spot.

  • Test the device using calibrated equipment
  • Diagnose and repair common failures such as worn seals, stuck relief valves or debris in the valve body
  • Retest to confirm the repair holds
  • Certify and report the result to the authority

Where a device is beyond repair, we quote a replacement upfront and certify the new installation. Rob Cunningham, our director and a former Auckland Master Plumbers executive board member, built the team around this exact capability: one visit, one provider, full compliance.

Backflow for New Builds, Subdivisions and Tank Connections

Backflow compliance does not start when the letter arrives, it starts the day your new connection goes in.

If you are building, subdividing or connecting a new water supply anywhere across Auckland, backflow prevention is baked into the process from the start. Auckland Council and Watercare require appropriate protection at the point of supply on new connections, and the required device depends on the property's intended use and hazard rating.

  • New builds and subdivisions: a boundary device is typically required at the new point of supply, with scale plans stamped approved by Auckland Council as part of the consent.
  • Rainwater and storage tank connections: where a tank connects to the town supply, a backflow device protects the public network from tank water entering it during a pressure drop or shutdown.
  • Water main and potable supply connections: protection is fitted as part of the connection, so your property is compliant from day one.

AllGo handles new builds, subdivisions, drain laying and water main connections across growth areas like Drury, Pukekohe and Flat Bush, which means backflow is designed in correctly rather than bolted on later.

Frequently Asked Questions

Can anyone test my backflow device?

No. Backflow testing must be carried out by a registered Independent Qualified Person (IQP). A general plumber can install a device, but only an IQP produces a compliance result that Auckland Council will accept. AllGo is IQP-registered and on the council register.

How often does my device need testing?

Every twelve months. Auckland Council and Watercare require annual testing of every testable device by a registered IQP, dated from installation or the last test.

What does backflow testing cost?

Testing cost depends on the device type and site access. AllGo provides an upfront quote before any work starts, with no surprise invoices. If a device fails and needs repair, that is quoted separately and clearly.

What happens if my device fails the test?

It must be repaired or replaced and retested. Because AllGo is IQP-registered and staffed by licensed plumbers, we can usually repair common faults, retest and certify in the same visit, rather than sending you to a second trade.

Do I even need a backflow device?

If your property has irrigation, a pool or spa auto-fill, fire sprinklers, a rainwater tank connection, have a bidet toilet installed or is a commercial or new-build site, you very likely do. Most standard homes without these do not. An AllGo IQP can confirm your hazard rating.

Do you report results to the council?

Yes. After testing we issue your documentation, including the 12A certificate where applicable, and report the result directly to the relevant authority so your records stay current.

What is a 12A certificate?

Form 12A certifies that an IQP has inspected and tested your backflow prevention system to the required standard. It feeds your building's compliance schedule and Building Warrant of Fitness obligations.
